Today, a bipartisan group of Members of Congress, working with my Administration, reached agreement on economic rescue legislation that is urgently needed to address a crisis in our financial system that threatens the entire U.S. economy.

I appreciate the leadership shown by Members on both sides of the aisle, who came together to write a very good bill. This bill provides the necessary tools and funding to help protect our economy against a system-wide breakdown. The bill will help allow access to credit so American families can meet their daily needs and American businesses can make purchases, ship goods, and meet their payrolls. And this plan sends a strong signal to markets around the world that the United States is serious about restoring confidence and stability to our financial system. Without this rescue plan, the costs to the American economy could be disastrous.

Many Members of Congress contributed important ideas to improve the legislation my Administration proposed. I appreciate the negotiators considering those ideas and incorporating them in this agreement.

Members of Congress will vote on this legislation soon. This is a difficult vote, but with the improvements made to the bill, I am confident Congress will do what is best for our economy by approving this legislation promptly.

一名友人來疑問:“英文China跟法文Chine是不是從『支那』音譯過來?古時中國能否曾經叫做支那國?這名稱的发源是什麼”最後的那個問題最難答复。

按“支那”這個名稱的来源有兩個說法。一說是古時印度、希臘、羅馬人都晓得東圆有個秦國,把“秦”字音譯做Cina、Thin或Sinae;另外一說則是Cina、Thin等字來自我國的“綺”:我國出產的這種絲織品古時已經馳譽世界了。法文Chine、英文China就是從Cina等字進一步演變而成的。由此可知,“支那”其實是把中文再次音譯過來而成的一個詞。远代日自己不忿叫我國做“居四夷当中”的中國,實止改稱“支那”,把侵犯中國叫做“膺懲收那”,所以,現在有一點愛國古道热肠的中國人,聽見“支那”两字,皆會非常恶感的。

又從前西方人認為中國是瓷器本產天,把磁器叫做chinaware(中國器皿),後來更簡稱為china,例如a piece of china就是“一件瓷器”了。

此文若是被宣传抵造新浪(sina)的人士看見了,怕是用給它們增添了佐証吧。正在我看來,某些人士所以聽不得別人叫您“Cina”,乃至連Cina的變體Sina也要抵抗,簡曲便犹如魯迅师长教师小說中的阿Q一樣,果為本人是癩子頭,就連"光","明","燭"這樣的字眼也不讓人說。尊重是贏得的,不是靠嘴皮子上爭來的。

MR. JOHNDROE: Good morning, everyone. This morning the President had his normal briefings. Then he taped the radio address; the topic will be Iraq, and how the provincial reconstruction teams are working to help facilitate political and economic reforms, as well as assist with bottom up reconciliation.

The President was also briefed this morning on the mine situation in Utah. Our heart goes out to the mine rescuer from the Mine Safety and Health Administration office who was lost. Assistant Secretary of Labor Richard Stickler is out in Utah, and will be briefing on that later today.

At 12:20 p.m. today, the President and Mrs. Bush will attend the annual Republican National mittee reception at the Broken Spoke Ranch. The President has attended this event every year since 2002.

And with that, I'm happy to take any questions.

THE PRESIDENT: It is my honor to wele the U.S.-Brazil CEO Forum here to Washington. First of all,中英翻譯, I want to thank my friend, President Lula, for encouraging this forum to go forward. It's an indication of the importance that we both place on our bilateral relations. Brazil is a very powerful, very important country in our neighborhood, and it's really important for this administration and future administrations to work closely with the Brazilian government, like it is important for our respective business munities to work closely together.

I do want to thank you all very much for putting forward a list of remendations. I'm looking forward to our discussion. As I understand, the list of remendations includes a successful Doha Round, as well as a bilateral tax treaty and a bilateral investment treaty. One of the things I will share with the Brazilian CEOs is that I strongly support a successful Doha Round, and our government will work closely with Brazil to get that done. And secondly, in terms of our bilateral policy, I also strongly, as does my administration, support a bilateral tax treaty and a bilateral investment treaty.

Relations between our two countries are very positive and they're very important. And so, thank you all for ing. Please give my best regards to President Lula. Thank you for being here.

Over the weekend, members of my Administration and congressional leaders worked on legislation to address the crisis in our Nation's financial markets. They made good headway toward a bill that can pass the House and Senate in a timely manner, and the American people appreciate their efforts.

Obviously, there will be differences over some details, and we will have to work through them. That is an understandable part of the policy making process. But it would not be understandable if Members of Congress sought to use this emergency legislation to pass unrelated provisions, or to insist on provisions that would undermine the effectiveness of the plan. I appreciate Members of Congress in both parties resisting the urge to do so, and keeping the rescue bill focused on solving the crisis in our financial markets.

Americans are watching to see if Democrats and Republicans, the Congress and the White House, can e together to solve this problem with the urgency it warrants. Indeed, the whole world is watching to see if we can act quickly to shore up our markets and prevent damage to our capital markets, businesses, our housing sector, and retirement accounts.

Failure to act would have broad consequences far beyond Wall Street. It would threaten small business owners and homeowners on Main Street.

Everyone recognizes that it's not easy to write a bill of this magnitude in a timely manner, and all those who have worked so hard over the weekend and continue this morning deserve the thanks and appreciation of every American. Working together, I am confident we can enact the legislation necessary to prevent lasting damage to our economy and meet the unique challenge facing us today.

THE PRESIDENT: Good afternoon. Thank you all for ing. I want to thank Secretary Spellings for joining me here. And I appreciate you all -- the leaders of the civil rights munity and advocates for minority and disadvantaged students for joining us as well.

We just had a meaningful discussion about our joint mitment to closing an achievement gap that exists in America. We discussed why reauthorizing the No Child Left Behind Act is vital in ensuring that we have a hopeful America. We don't necessarily agree on every issue, but we do agree that education is a basic civil right, and that a good education is important for America.

We agree that our nation has reached a defining moment in our struggle to secure a good education for every child. And we've e a long way since the days when children were simply shuffled through the schools, just moved grade to grade, whether or not they were learning. See, we believe every child can learn. We don't accept a system that simply shuffles children through the schools. We believe in setting high standards. And we believe that by setting high standards we encourage greater results for every child. And now the question is whether or not we will finish the job to ensure that every American child receives a high education -- high-quality education.

Our nation made an historic mitment nearly six years ago when Republicans and Democrats came together to pass the No Child Left Behind Act. The philosophy of the law is this: The federal government will invest in education, and in return, we seek results. Instead of just hoping for the best, we've asked states to set clear standards, and hold schools accountable for teaching every child to read and do math at grade level. That doesn't seem like too much to ask. In return for taxpayers' money, we expect schools and school districts and state to measure, to show us whether or not a child can read at grade level, or do math at a grade level.

PRESIDENT BUSH: It's my honor to wele back to the Oval Office President Kabila. Thanks for ing, sir. The President of the Democratic Republic of the Congo. The last time the President was here we talked about his desire to have free and fair elections in his country. Since that time his country has had free and fair elections. And my first order of business today was to congratulate the President for garnering 58 percent of the vote.

We talked about the need to work together to help consolidate the gains. We talked about the need to -- for the United States to partner with the country to help on economic development. One of the things the President recognizes is the need for there to be investment in his country, so people can find work, and the stability that es with economic development. And I appreciate your recognition of the opportunity to work together.

We talked about the eastern part of his country. And he shared with me his strategy to make sure that the government's reach extends throughout the entire country and that there is stability throughout the country. And I want to thank you very much for sharing your thoughts with me.

I did bring up my desire to help our friend deal with malaria. Malaria is a great concern to me and my wife and the Secretary of State. This is an issue that can be solved. We hurt when young babies are dying from a mosquito bite, knowing full well that a strategy could help save lives. So the President shares the same sense of passion I do for people all throughout the world who are being affected by malaria.

Mr. President, you are -- you've said that you wanted there to be free and fair elections, and you delivered. And I appreciate that and congratulate you on being a man of your word. And we look forward to continuing to work with you, sir, to bring peace and stability to the neighborhood. So, wele.

THE PRESIDENT: Thanks for ing. Thank you all. Please be seated. Billy, thank you. I asked Billy where he works. He said, well, I run Sunny Delight beverage pany. I said, well, Billy, I quit drinking. (Laughter.) He said, that's not that kind of alcohol.

I thank you all for having me. Billy, thank you for your kind words. He's from Cincinnati. I was in Cincinnati the other day, stopped off and got some ribs, and he tried to ask me to pare Texas ribs with Cincinnati ribs. That's a little unfair. (Laughter.) But they're awfully good, Billy.

I appreciate you having me for this fall conference. I'm thrilled to be a sitting President ing to visit with you. I didn't realize the last one was Eisenhower. I don't know if he came on Halloween -- (laughter) -- but I did. (Laughter.) It's always an interesting day here in the Nation's Capital. This morning I was with the Vice President. I was asking him what costume he was planning. He said, well, I'm already wearing it. (Laughter.) Then he mumbled something about the dark side of the force. (Laughter.) He's doing well.

I want to talk today about health care. There's an interesting debate raging here in Washington, and it's an appropriate -- Halloween is an appropriate day to talk about it, because there's a bill moving through the Congress that's disguised as a bill to help children, but I think it's really a trick on the American people. I'm going to spend some time explaining why I have made some decisions I have made regarding this piece of legislation.
